One Jewish financier, Baruch Frankl, is insulted by Richard Hogarth, and in revenge deprives him of his savings, frames him on a murder charge, and puts his sister in a sanatorium. But Hogarth escapes from prison, and acting on a tip from one of his celmates, finds a large diamond meteorite on Frankl's English estate. By selling his diamonds, Hogarth becomes one of the world's richest men, and he begins building a series of floating forts designed to his own specifications. Each of these behemoths is placed strategically in the center of a major shipping lane, where they soon become accepted features of the ocean landscape. Suddenly, however, a large new passenger liner is ordered to stop dead in the water, and pay a tax to the Lord of the Sea before proceeding on to its destination. The ship's captain refuses, and his boat is blown out of the water. The major nations of the world mount a fleet to bring this upstart under control, and return control of the seas to the world, but the battleships and cruisers cannot withstand Hogarth's terrible weapons. All the countries of the earth must now acknowledge his control of the waters. Richard is made Regent of Great Britain, and orders the Jews deported to the new land he has made for them in Palestine. As they begin departing, Frankl arranges for the sea forts to be destroyed by treachery, and Richard himself is nearly assassinated on the old Jew's orders. In a final blow, the now powerless Regent discovers his father was really a Jew, and he leaves (under his own orders) for the resurrected Israel, where he marries Frankl's daughter, and is elected judge of the new country by its inhabitants.
